The conference was organized by Gráinne de Búrca, Florence Ellinwood Allen Professor of Law, in conjunction with the Center for Human Rights and Global Justice (CHRGJ). De Búrca moderated the conference’s first session on counter-terrorism sanctions, which included discussion of U.N., U.S., and U.K. sanctions against terrorism as well as commentary on U.S. terrorist watchlists. Other panel topics included smart sanctions before national and international courts, providing evidence for, and about, the targets of smart sanctions, litigating sanctions, and compliance and effectiveness.
