The Primer consists of four chapters: (1) the purposes of reparations and the current state of movements for reparations around the world; (2) the forms of reparations–restitution, compensation, rehabilitation, satisfaction, and guarantees of non-recurrence, providing an idea of what each form could look like in Haiti, while emphasizing that Haitian people must determine their reparations demands; (3) the legal right to reparations and Haiti’s legal claims; and (4) four case studies of movements for reparations that illustrate some of the content in the first three chapters.
The Primer presents Haiti as the exemplary case for reparations due to its historic role in emancipation from slavery, France’s imposition of an independence ransom on the country, and Haiti’s contribution to freedom struggles around the world.
